Communities In Schools (CIS) of Virginia supports a growing network of affiliate offices across the Commonwealth, helping students stay in school and achieve in life through the proven CIS model of Integrated Student Supports. The state office provides strategic leadership, technical assistance, and resource development to sustain and grow high-quality programs that meet evolving community needs.
The CIS of Virginia (CIS-VA) office is a small, but high energy organization supporting 6 independent affiliates and one emerging affiliate across Virginia in adherence to guidelines developed by the CIS national office. Our role is to drive statewide growth and help ensure local affiliates have the tools and capacity to provide and sustain strong student services in their local communities.
Position Summary
The Vice President of Operations is a senior leader responsible for cultivating Communities In Schools of Virginia’s (CIS-VA) organizational culture and executing and managing all parts of the Human Resources, Finance, and Operations. This role will oversee the daily operations of the organization and ensure alignment between the strategic plan, embedded affiliates implementation, and staff culture. CIS-VA’s is in the midst of significant growth, both in scope and staffing, and the Vice President of Operations will be instrumental in creating and implementing equity driven solutions to meet the needs of the internal structure for the entire organization while ensuring solid financial systems are in place. CIS-VA is deeply committed to their mission, vision, and values, and the Vice President of Operations is required to help contribute, develop, and uphold CIS-VA’s core competencies. The Vice President of Operations will work to streamline internal operations including examining automation possibilities.
Essential Functions
The Vice President of Operations is responsible for:
Financial Health and Sustainability – 30%
Serve as a thought partner to the CEO on financial risk, organizational resilience, and the fiscal implications of major strategic decisions, including affiliate expansion, new program investments, and capital needs.
Develop and maintain multi-year financial models and scenario plans that support strategic decision-making, with particular attention to revenue diversification, federal funding variability, and organizational growth projections.
Partner with the CEO and Board of Directors to develop and execute a multi-year financial strategy that supports organizational sustainability, network growth, and mission delivery.
Oversee general ledger, accounts payable/receivable, payroll, and financial close processes.
Lead organizational financial planning processes, including the development of the annual operating budget, in close collaboration with program and advancement staff to ensure budgets reflect strategic priorities.
Develop, maintain, and regularly update a comprehensive fiscal policies and procedures manual that reflects current organizational practices, regulatory requirements, and best practices for nonprofit financial management.
Monitor organizational cash flow on a regular basis and maintain a reserve policy in alignment with the board's financial goals; provide leadership with timely projections to ensure the organization maintains adequate liquidity to sustain operations and support network growth.
Human Resources and Organizational Culture – 30%
Promote a culture of accountability, inclusion, and strong internal collaboration aligned with CIS-VA values.
Focuses on enhancing the employee experience throughout the organization with the implementation of various initiatives that enhance the organization’s culture, including employee onboarding, recognition programs, wellness initiatives, etc.
Coordinate and manage performance review cycles, including timelines, tools, and support for supervisors and provide coaching and guidance to leadership on performance management best practices.
Support staff development through training resources, policies, and professional growth systems.
Manage payroll processes accurately and on schedule for approximately 20 employees.
Administer employee benefits, including health insurance and retirement plan and serve as the primary point of contact for employee questions related to benefits, leave, and HR policies.
Ensure HR practices align with applicable employment laws and organizational policies.
Create and oversee employee onboarding, including orientation, training coordination, and onboarding documentation.
Provide guidance, training, and technical assistance to CIS-VA affiliate offices on HR best practices.
Develop tools, templates, and resources that strengthen HR capacity across the statewide network.
Share emerging trends and compliance considerations relevant to nonprofit HR and school-based organizations
Internal Operations– 40%
Develop and implement operational policies that promote efficiency, accountability, and best practices.
Implement various initiatives that enhance the organization’s culture, including employee onboarding, recognition programs, wellness initiatives, etc.
Engage with appropriate CIS-VA staff and regional leadership to develop all memoranda of understanding and financial agreements between CIS-VA and network affiliates
Oversee contracts, insurance, vendor relationships, and organizational risk mitigation.
Manage audits, tax filings, and financial reviews; serve as primary liaison to external auditors and financial institutions.
Supervises the Administrative Coordinator position and provides project-based supervision of the Grants Manager position
Ensure compliance with all federal, state, and local financial regulations and reporting requirements.
Qualifications:
Bachelor’s degree in Finance, Accounting, Business Administration, Human Resources, or a related field or relevant experience.
A combined 10+ years of experience in finance, administration, and human resources, preferably in a nonprofit, education, or mission driven setting.
Demonstrated experience with budgeting, financial reporting, and audits.
Strong knowledge of accounting principles, financial controls, and compliance.
Experience in nonprofit, public sector, or grant-funded environments.
Experience working with Boards of Directors or governing bodies.
Demonstrated experience managing payroll, benefits administration, and HR compliance.
Strong working knowledge of employment law, HR best practices, and risk management.
Proven ability to manage hiring processes, onboarding, performance systems, and employee relations.
High level of professionalism and ability to handle sensitive information with discretion and confidentiality.
Strong communication skills, including the ability to build trust across all levels of an organization, and strong leadership and people-managing skills.
Ability to work independently, manage multiple priorities, and thrive in a small, collaborative team environment.
Desired: HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR) and familiarity with HR systems and tools (HRIS platforms, benefits portals, payroll systems).
Desired: Experience with the following systems: HubSpot, Monday, QuickBooks, and Mailchimp.

This is a full-time, salaried position based in Richmond, VA. The position reports to Communities in Schools of Virginia’s CEO and leads the Operations team, which will include the Administrative Coordinator and will work closely with the Grants Manager. CIS-VA provides a hybrid work schedule with Mondays and Fridays at home and Tuesdays through Thursdays in office. Travel is as needed.
Compensation and benefits
